He was the owner of the Centennial Avenue establishment, a family business for six decades, for 35 years. The store's catering service serves many companies and social functions in the area. Born in Cranford, he was a lifelong resident of the community. Mr. Hayeck with the Army in Europe during World War II.

Institution is cited for deficiencies TRENTON (AP) The chief administrative officer of Trenton Psychiatric Hospital says he hopes the facility will some day receive accreditation, but he concedes there are serious deficiencies that must be overcome. The problems at the hospital, the state's oldest psychiatric hospital, were detailed in a report by a national commission which accredits hospitals. The report of the Joint Commission on Accredidation of Hospitals outlined several faults, ranging from life safety and sanitation problems to insufficient privacy for patients and a poor psychiatric program.

Highlights were contained in a published report yesterday. The report found insufficient staffing in both clinical and direct services, particularly a shortage of nurses at night; broken furniture and foul odors in wards housing elderly patients; inadequate psychiatric treatment plans, and insufficient privacy in sleeping areas and bathrooms. Dr. Harvey Musikoff, chief administrative officer at the hospital, conceded several problems exist, but he said, "We are not in any imminent danger of having a disaster." "We have overcrowding, understaffing, wide open wards for patients who should be housed in private and semi-private rooms," he said. "But most of all, we have life safety problems in buildings.

Some of them date back to the 1800s." JCAH is a private, nonprofit organization based in Chicago, which sends inspection teams into hospitals throughout the country, and accredits about 5,000 hospitals, 1,200 psychiatric facilities and 1,300 other long-term health facilities. In order to qualify for' Medicare and Medicaid reimbursem*nt from the federal government, such facilities must win either one or two-year accreditations from the JCAH. For five years in a row, Trenton Psychiatric Hospital has failed and as a result the state and counties which send patients to the facility lose more than $5 million a year in federal funds. "It appears there is little likelihood that Trenton can regain accreditation" until buildings such as Drake, where elderly patients are housed, and Raecroft have been restored, said Human Services Commissioner Ann Klein. The hospital has about 950 patients.

Musikoff said that despite the report, "Our staff morale is pretty high and we are confident that someday we will be able to move up from our non-accreditation status. "The real problem is our structural deficiencies, more than any with patient care or treatment," he said. But after last week's stormy council meeting, Golin said she sees so many problems that she may vote at an Aug. 13 public hearing to drop the ordinance and seek other means of regulating unruly dogs. "There's a point at which the government has to stay out of people's houses," she said.
