brie jackson joins us from d.c. good morning, brie. kamala harris won't officially be the nominee until the party holds its roll call vote, but she's already celebrating this milestone. >> reporter: that's right, good morning, frances. late last night the vice president released a statement saying she looks forward to formally accepting the nomination soon. she says she's grateful to everyone who has already put their faith in her and that she loo looks forward to taking her case directly to the american people. within just the past 24 hours the harris campaign reported a historic $81 million in donations. she visited her campaign headquarters in wilmington, delaware. president biden, who is expected back at the white house today after recovering from covid, called in to offer his words of encouragement. >> i'm hoping you'll give every bit of your heart and soul that you gave to me to kamala, and i want you to know, i won't be on the ticket, but i'm still going

to be fully, fully engaged. >> reporter: harris gave a preview of how she will run against donald trump, explaining how her experience makes her the right person for this battle. >> before i was elected as vice president, before i was elected as united states senator, i was the elected attorney general, as i've mentioned, of california. before that, i was a courtroom prosecutor. in those roles, i took on perpetrators of all kinds. predators who abused women. fraudsters who ripped off consumers. cheaters who broke the rules for their own gain. so hear me when i say i know donald trump's type. >> reporter: the former president has been targeting harris on social media, saying joe biden will go down as the worst president in history but that kamala harris will be worse. the democratic party confirmed last night it is moving ahead with plans to formally nominate

says they've worked for weeks preparing to run against harris. the former president expanding his attacks on harris in recent days. >> she's not a competent person. she shouldn't be president. she's being laughed at all over the world. >> reporter: her potential elevation could change some of the fundamental dynamics of the race with trump now the oldest candidate, running a possible harris-led ticket could energize younger voters. a poll taken in the last 24 hours shows harris doing better than biden against mr. trump, the race within the margin of error, and previewing a new trump line of attack against harris, an allied group releasing this ad accusing harris of a coverup. >> kamala was in on it. she covered up joe's obvious mental decline. >> reporter: the gop also not letting up on president biden, with top republicans, including the house speaker, demanding he step down now. >> the president should resign. the reason is, if everyone acknowledges that he is incapable of running a campaign, then he's clearly incapable of

running the country. he has the nuclear codes. >> reporter: vance arguing that any democratic voter turned off by what he called a coup against president biden should vote for the republican ticket instead, something they hope will gain traction here in virginia. >> our thanks to garrett for that report. lawyers for donald trump are appealing the massive $450 million civil fraud judgment against him. in february, a new york judge found trouble trump liable for business fraud and ordered the damages. in their filing, the former president's lawyers say judge arthur engoron's ruling was erroneous and egregious and they accuse letitia james as a power grab, saying several of the loans in the case should not have been included in the case because they were private transactions that were not complained about. the director of the secret

service admit the agency failed in its mission. in her appearance before the house oversight committee, kimberly cheatle said she will not resign, despite a bipartisan push. r ryan nobles reports. >> reporter: for secret service director kimberly cheatle, it was a bipartisan unloading. >> president biden needs to fire you. >> if you have an assassination attempt on a president, a former president or a candidate, you need to resign. >> would you like to use my five minutes to draft your resignation letter? yes or no? >> no, thank you. >> reporter: cheatle, appearing by subpoena and testifying under oath, directly addressed the attempted assassination of former president donald trump. >> on july 13th, we failed. as a director of the united states secret service, i take full responsibility for any security lapse of our agency. >> reporter: but facing off with members of congress, she left

someone who's suspicious and threatening? >> reporter: cheatle, who said crooks was seen on the roof minutes before firing shots wasn't deemed a threat until seconds before the gunfire began, and said that even though the trump campaign had been denied requests for additional secret service resources during the past two years, that was not the case the day of the shooting. >> what i can tell you is that for the event on july 13th, the details that were, the assets that were requested for that day were given. >> reporter: the top republican and democrat on the committee sent director cheatle a letter, telling her it is time for her to resign. a call that she his so far resisting. there is outrage this morning after illinois police released shocking body cam video. it shows the a sheriff's deputy shooting and killing a black woman who had called 911. the shooting happened after the 36-year-old, sonya massey, seemingly confused, grabbed a pot of boiling water. and a warning, you may find the
